Ukraine and UAE Ink Defense Pact Amid Iranian Escalation

ABU DHABI — In a move that highlights Ukraine’s growing role as a “drone superpower,” President Volodymyr Zelenskyy and UAE President Sheikh Mohamed bin Zayed Al Nahyan (MBZ) officially agreed to cooperate in the fields of security and defense on Saturday, March 28, 2026.

The agreement comes as the UAE and other Gulf nations face a surge in Iranian-linked drone and missile attacks, prompting a strategic pivot toward battle-tested Ukrainian expertise.


The Strategic Partnership: “Terror Must Not Prevail”

The deal was finalized during an unannounced visit by Zelenskyy to Abu Dhabi, following a similar defense agreement signed with Saudi Arabia on Friday.

  • Expertise Exchange: Ukraine has already deployed 201 military experts to the Middle East, including teams currently operating in the UAE. These specialists are sharing real-world data on intercepting Shahed-type drones—the same Iranian technology Russia has used against Ukrainian cities for four years.
  • Joint Production: The leaders discussed moving beyond consulting toward joint production of defense materials. Ukraine is reportedly offering to integrate its systemic approach to air defense with Emirati capital and infrastructure.
  • Shared Threat Perception: The joint statement explicitly addressed “continued Iranian terrorist aggression” and the ongoing blockade of the Strait of Hormuz, which Zelenskyy noted directly impacts the global oil market and international navigation.

Key Pillars of the Agreement

While teams are currently “finalizing the details,” the broad framework of the cooperation includes:

  1. Air Defense Integration: Modernizing and integrating protective systems for critical and social infrastructure using Ukrainian combat software and AI-assisted targeting.
  2. Unmanned Technologies: Potential joint ventures in the manufacturing of interceptor drones. Ukraine currently produces over 2,000 drones daily and has offered to supply at least 1,000 per day to its Gulf partners.
  3. Intelligence Sharing: Closer coordination on tracking the movement of Iranian military hardware and identifying the “spare parts” supply chains used by the IRGC.

Why the UAE is Turning to Kyiv

The UAE’s shift toward Ukraine marks a significant diversification of its defense partnerships, moving away from sole reliance on Western contractors.

  • The “Patriot” Gap: Gulf nations have used over 800 Patriot missiles since the start of the 2026 war. With global stocks dwindling and each interceptor costing millions, the low-cost, high-efficiency “asymmetric” drone defense developed by Ukraine is seen as a strategic necessity.
  • Neutralizing the “Axis”: By partnering with the country that has the most experience fighting Iranian-made drones, the UAE aims to create a “technological shield” that the U.S. and Israel have struggled to provide during the current regional “Ring of Fire.”
