VIENNA / TEHRAN – In a formal statement shared on social platform X, the UN nuclear watchdog confirmed that the Khondab facility has sustained “severe structural damage” that has rendered it completely inoperable. Crucially, the agency emphasized that the installation contained no declared nuclear material at the time of the strike, which prevented a catastrophic radiological event in central Iran.
Technical Impact: Neutralizing the Plutonium Path
The Khondab Heavy Water Complex has long been viewed by Western intelligence and the IDF as a potential route for Iran to produce weapons-grade plutonium.
- The Damage: Satellite analysis shows the cooling systems and secondary circuits—essential for the production of heavy water—were the primary targets and have been effectively destroyed.
- IDF Justification: The Israeli military took credit for the operation, describing the site as a “key plutonium production site.” They accused Tehran of “systematically” attempting to rebuild the facility since it was first damaged during a localized conflict in June 2025.
- Status of the Reactor: While the production plant is non-operational, the associated Heavy Water Research Reactor (KHRR) was not fueling at the time, confirming the lack of an immediate radiation hazard.
Radiation Monitoring and Safety
Despite the intensity of the strikes, both the IAEA and Iran’s Atomic Energy Organization (AEOI) report that there is no radiation risk to the surrounding Markazi Province or the local population.
- IAEA Verification: Director General Rafael Mariano Grossi reiterated that the agency’s sensors and satellite checks have detected no off-site radiation release.
- Other Facilities: The IAEA is also monitoring the status of the Ardakan Yellowcake plant in Yazd and a steel production factory in Khuzestan, both of which were also hit on Friday.
Diplomatic and Strategic Consequences
The destruction of the Khondab plant is being viewed as a “red line” event that could impact the ongoing Islamabad Track of peace talks.
- Iranian Reaction: Foreign Minister Abbas Araghchi called the strikes an “atrocity against scientific progress,” while President Pezeshkian used the event to claim the U.S. and Israel are attempting to “bomb away knowledge.”
- U.S. Positioning: Washington has struck a more nuanced note, supporting the “neutralization of threats” while suggesting the current phase of the operation should conclude in “weeks, not months.”
